Scope and Responsibilities

Serves as the Chief Financial Officer of the university, reporting directly to the President. Responsible for the administration, operation and direction of the Finance and Administrative Services Division, which includes an extensive range of areas, including facilities management, financial services and reporting, human resources, auxiliary services, financial planning and budgets, and CMU police.

Specific Responsibilities

-As a member of the executive leadership team, provides strategic direction for the academic, research, and public service mission of the university and maintains a strong working relationship with the president and key senior leaders.

-Provides visionary, ethical, and strategic leadership in maintaining the financial integrity of the institution.

-Develops and maintains positive interpersonal collaborations and a customer and employee service orientation in an environment committed to shared governance.

-Exercises highly effective problem-solving and decision-making skills.

-Advances the university’s commitment to diversity, equity and inclusion.

-Evaluates the university’s assets for maximum return, fiscal policy development, and long range financial planning.

-Protects the interests of the university, and actively participates in long-range forecasting and planning.

-Provides guidance and direction to the university on issues related to its impact on the environment and the health and safety of the university community.

-Advocates for a university culture of social responsibility/sustainability and health/wellness.

-Serves as the treasurer to the university Board of Trustees.

-Serves on appropriate standing university and community committees and coordinates the activities of committees established as advisory to the VP/FAS.

-Serves as a member of the Emergency Management Council within the university’s Emergency Management Program to oversee the development and management of the institution’s response to an emergency event.

-Oversees the administration, operation, and direction of Facilities Management, including the overall operations within the areas of campus planning, campus building operations and maintenance, custodial services, energy management, utility systems, landscape and grounds maintenance, major repairs and the construction program. Approves policy and/or procedural changes on matters relative to facilities management, new construction programs, sustainability, resource utilization and related matters.

-Oversees the administration, operation and direction of Financial Planning and Budgets, including complex budget analysis and institutional financial planning and modeling.

-Oversees the administration, operation, and direction of Financial Services and Reporting, including accounting, financial analysis and reporting for the total university, payroll processing and expense reimbursement, treasury and investments, risk management, environmental health and safety, and contracting and purchasing services, which includes moving and delivery function, stores/warehouse, mailroom, and fixed assets.

-Oversees the administration, operation, and direction of all Human Resources activities for staff and student employees, including employment, compensation, professional development and labor relations with seven unionized staff groups, student employees, professional & administrative, and senior officer employees: benefit and wellness plan administration, unemployment, and workers’ compensation for all staff and faculty. Serves as Named Fiduciary for CMU retirement plans.

-Oversees the administration, operation and direction of CMU Police, including effective traffic and parking controls, a comprehensive crime prevention program, investigation of complaints, safety and security on campus, response to emergencies, and enforcement of laws and local ordinances.

-Oversees the administration, operation, and direction of Auxiliary Services activities, including Printing Services, the CMU Bookstore, the Bovee University Center, Campus Dining, Events and Conference Services, and other related functions. Coordinates closely with Residence Life about facilities, financial and other matters, as needed.

Key Selection Criteria

REQUIRED QUALIFICATIONS:

-Bachelor's degree, preferably in business or related field.

-Eight years of experience in finance administration with at least six years in leadership roles, including decision-making, fiduciary, budgetary and supervisory authority.

-Strong background in financial planning and leadership.

-Exceptional ability to build and manage teams in a large and diverse environment.

-Highly developed analytical skills.

-Demonstrated strong organizational skills, including ability to plan, establish priorities, and handle multiple tasks and projects.

-Demonstrated highly effective written and verbal communication skills.

-Ability to work positively and effectively with the academic community, public officials, media representatives and the public.

-Demonstrated ability to develop and maintain positive interpersonal collaborations and a customer and employee service orientation in an environment committed to shared governance.

-Understands the culture of higher education or similarly complex organizations.

-Demonstrated ability to deliver difficult news and information with compassion, understanding and kindness.

-Demonstrated ability to exercise problem-solving and decision-making skills.

-Demonstrated commitment to service, support of the academic mission, and continued advancement of the university in research, teaching and service.

-Demonstrated commitment to diversity, equity and inclusion.

-Demonstrated commitment to and experience with sustainable operations at university campus or similar large organization.

-Ability to perform the essential functions and requirements of the job.

PREFERRED QUALIFICATIONS:

-Master's degree, preferably in business or a related field.

-Certified Public Accountant (CPA).

-Experience in complex organizations that may or may not include higher education (e.g., health care, municipalities, etc.)

-Experience in a unionized environment.

-Experience with oversight in any of the areas reporting to this position.
