The City of Port Hueneme, “A Small City Doing Big Things” is seeking an innovative and visionary Finance Director. The City’s recently adopted Strategic Plan promotes Community Pride, Economic Development and Recognition of our internal Talent.  As a key member of the executive leadership team, the Finance Director will have a key role in implementing this plan.

The new Finance Director, in pursuit of optimal service delivery and efficient business processes, will be responsible for leading the organization in a transformational shift from legacy practices. This leader will develop tactical relationships and foster collaboration of key stakeholders to fulfill strategic plan initiatives and associated master plans.   Supporting new business attraction and retention, the Finance Director will promote innovative approaches in partnership with economic and community development efforts. While engaging a dynamic finance team of 14 dedicated employees, this leader will administer a $1.2 million department budget and oversees the City of Port Hueneme City-wide budget of over $53M, including $22M General Fund and $31M enterprise or special funds.  The Finance Department supports the City Manager in overseeing trust and pension investments.

Reporting directly to the City Manager, the primary goal of this position will be to make fiscally responsible decisions, leveraging technology and resources to maintain high customer service levels, improve operational efficiencies, and implement strategies and guiding principles which align with the business needs of the community.  This leader will serve as chief financial advisor to the City Manager, providing professional advice to City Council, City Manager, department directors and makes presentations to City Council, boards, commissions and the general public.  

Critical issues facing this new Finance Director include:

  • Technology and process transformation to best leverage automation and enhance customer experience
  • Finalize and implement Enterprise Resource Planning (ERP) system transition
  • Budget, Investment, and Debt Management Policy design and implementation
  • Business and Operations data analytics and continuous improvement
  • Rapidly improve Management financial and business acumen
  • Guide intense 5-year Capital Improvement Plan
  • Expand City strategic economic relationships and partnerships

The Finance Director will be required to relate well to all kinds of people within an organization and must view organizational politics as a necessary part of business life maneuvering through complex situations effectively.  With a wealth of staff management experience, this leader must be able to quickly read talent and effectively and equitably manage the creative process in others.  The Finance Director will be required to display their intellectual horsepower to meet challenges while continuing to drive for results.  Able to present the unvarnished truth in an appropriate and helpful manner, they must act in line with the core values of the organization in both good and bad times.
