General summary/purpose:

The Department of Epidemiology is currently recruiting for the position of Administrator. The mission of the Department is to improve the public’s health by training Epidemiologists and by advancing knowledge concerning the causes and prevention of disease and the promotion of health. In conjunction with the Department Chair, the Administrator will provide direct oversight of overall administrative, financial, and operational activities of the Department.


Specific Duties/Responsibilities:


Financial Operations


• Advises the Chair on resource needs and financial risks facing the department.


• Ensures timely responses to requests for regular and ad hoc reports from Chairs, faculty, School and University administration, and sponsored research agencies.


• Oversight of fiscal management for sponsored research for approximately 600 accounts, and over 75 million per year (pre and post award for grants, contracts, sub-contracts).


• Oversight of fiscal management for international research. Includes more than 25 foreign subcontracts and imprest accounts.


• Identify opportunities and champion major initiatives for continuous improvement in support of internal controls, and financial reporting processes


• Ensures compliance with University policies and procedures, and all applicable legal rules, regulations, and Sponsor guidelines.


• Serves as a key resource for strategic financial operational planning.


• Oversees annual budget planning and preparation, financial analysis, projections, and Reporting.


• Exercises independent managerial and professional judgement, and assumes responsibility for decisions, consequences, and results.


• Projects and analyzes long-term trends in total budget for the department, including analysis of expected changes in teaching, research, and professional practice activities, student enrollment and scholarship support, faculty size, and composition, as well as, analysis and resolution of short-term issues.


• Oversight of general funds (7 million +), gifts and discretionary accounts endowments, Biorepository Service Center, student scholarships, petty cash, and endowment funds.


• Direct financial analysis processes, analyze business critical systems, and proactively resolve strategic issues that may span multiple business areas.


• Understands the challenges and complexities of managing research programs that occur overseas, and in developing countries.


Administrative Operations  


• Oversees all aspects of human resource management including payroll for approximately 125 full-time faculty, 300 full-time staff, and 160 students.


• Manages 6 direct reports, including HR Generalist, Financial Managers, and Grants and Contracts Managers.


• Oversees and consults as needed with Human Resources Generalist, and Health Sciences Human Resources, on staffing and personnel management plans, employment and compensation issues, performance management issues, disciplinary actions, and salary planning.


• Promotes an inclusive and innovative work environment.


• Responsible for effective staff management, including hiring and orientation, training and development, workflow and performance management, and the promotion of an inclusive and innovative work environment.  


• In collaboration with Human Resources and department faculty, ensures the skills and competencies of department staff address changing technology and changing needs.


• Oversees training of staff and develops procedures to improve efficiency and, as necessary, to reorganize.


• Works with faculty and department leadership to develop a space allocation policy for the department, maintains systems to monitor space use, including off-site locations and leases.


• Oversees general facilities operations for department and works with Facilities Management on space projects.




• Applies excellent writing, communication, and oral presentation skills.


• Completes special assignments, reports, and projects as assigned.


• Recognizes the sensitivity and importance of managing confidential department and/or School information.


• Communicates in a tactful and diplomatic manner with staff, students, faculty, and external partners.


Minimum qualifications:

Bachelor’s degree in business, finance, accounting, or other related field. Seven (7) years progressively responsible professional level administrative and financial experience related to monetary or non-monetary resources of a department including two years supervisory experience and two years financial management experience. Master's degree in a related field may substitute for required experience, to the extent permitted by the JHU equivalency formula.


JHU Equivalency Formula:  30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.

During the Influenza ("the flu") season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. Failure to meet this requirement may result in termination of employment.


The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
