The Miami-Dade County Finance Department is seeking a progressive, experienced, and results-oriented Deputy Director to lead high quality executive level work in the planning, directing, and implementing county financial operations including the financial activities of all county departments and agencies.

The Finance Department provides a wide array of financial services both to internal customers and the community and is managed by the Deputy Mayor/Finance Director who is the Chief Financial Officer (CFO) of the County.  The Department provides leadership and guidance for financial policies, planning and controls.  Financial functions include central accounting and accounting support for all County departments, comprehensive financial system, payroll, payables, receivables, controls and compliance with regulatory agencies, debt and investment management, collection of taxes, and delinquent debt collection, business licensing, and auto tag.  The Department is comprised of six divisions with over 400 employees.

The Deputy Director manages the County’s financial operations, provides policy recommendations and financial planning for the County, and assists and supports the Deputy Mayor/Finance Director in a variety of executive and managerial functions.  The Deputy Finance Director has oversight of all Divisions in the Finance Department, will work with the County’s department heads and elected officials, including the Mayor and members of the Board of County Commissioners and has substantial authority to accomplish his/her responsibilities.  The Deputy Finance Director is a key participant in managing the County’s financial operations and in managing financial challenges.

For Fiscal Year 2018-19, the County’s adopted budget is $7.867 billion dollars.  Miami-Dade County is internationally recognized for its achievement in implementing a results-oriented government. The County’s Strategic Business Plan is developed with significant input from the community in setting priorities.  Plans are established for all departments outlining projected activities and anticipated results for the fiscal year.  The plan and associated budget are adopted by the Board of County Commissioners annually.  The annual budget represents appropriations for service levels provided to the citizens and capital investments in the community.

Minimum Qualifications:

The Deputy Director, Finance shall possess a Bachelor’s degree in Accounting, Finance, Business Administration, Public Administration or a related field.  A minimum of seven years of progressively responsible professional accounting experience to include supervisory experience are required. The selected candidate must possess a Certified Public Accountant (CPA) license.

The preferred candidate must be motivated, experienced, have outstanding communication skills and be a proactive individual. He or she must possess knowledge of General Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) Statements, experience with major audits and fund accounting including grants, insurance, budgeting, financial controls, investments and financing. Experience in Enterprise Planning (ERP) transition is highly desirable and preferred.
